IV.A.5. Final Project Evaluation and Closure

Objective

Conduct a comprehensive final evaluation of supplier performance, document lessons learned and best practices from the PCP and PPI process and contribute to final reporting to the European Commission or funding body, ensuring proper project closure and knowledge transfer.

Who is Involved

  • Monitoring Team as established in TAREA 1, including official members and advisors as defined in its governance rules.
  • Contracting Authority Representatives: reviews and approves final assessments and closure steps, ensuring institutional oversight and compliance.
  • Project Office Department: coordinates final reporting processes, knowledge management, and internal dissemination of learnings.
  • Steering Committee, if applicable: reviews final outcomes and endorses key conclusions and follow up recommendations.
  • European Commission and Funding Body: receives final project reports and supporting evaluation outputs in line with grant obligations.

Activities / Tasks

IV.A.5.1 Conduct final supplier assessment

  • Evaluate final deliverables against project objectives, contractual commitments, and the agreed evaluation framework.
  • Assess overall supplier performance across all PCP and PPI phases, including technical, financial, operational, and compliance aspects.
  • Document achievements, deviations, and outcomes for each supplier.
  • Prepare final supplier assessment reports, including recommendations for potential future procurement or deployment where relevant.

IV.A.5.2 Document lessons learned and best practices

  • Conduct debriefing sessions with Monitoring Team members, advisors, and operational roles to capture experiences and insights.
  • Identify what worked well, challenges encountered, and improvement opportunities in governance, monitoring, evaluation, and supplier management.
  • Document best practices and recommendations for future PCP and PPI processes.
  • Synthesise key learnings for knowledge transfer within the organisation and relevant procurement communities.

IV.A.5.3 Prepare final project reporting

  • Compile the final project report addressing funding body requirements and required deliverables.
  • Consolidate evidence materials, evaluation outcomes, and impact assessments.
  • Coordinate with Project Office Department to align reporting with grant agreement obligations.
  • Submit final reports to European Commission and Funding Body within required deadlines.
